The stationary system PEREKRESTOK records traffic violations and automatically classifies them in accordance with the Administrative Violations Code of the Russian Federation.

The system is intended for round-the-clock all-weather registration of the facts of exceeding the speed limit by vehicles in traffic, recognizing their state registration plates and transferring the evidence base to the Center for Automated Recording of Administrative Offenses for the formation and issuance of decisions on administrative offenses.

The Auto-Speed configuration, based on the video image received from the video camera, automatically builds a movement track of the state registration plate of the vehicle in the frame and compares it with the data received from the radar unit. This eliminates the error associated with assigning the speed indicator of one vehicle to another. The complex has a certificate of measuring instrument and is supplied after standard calibration.

A high-speed PTZ video camera in automatic mode under the control of a server, united into a single local system located directly at the facility, patrols the zones where stopping and parking are prohibited. The camera is moved cyclically by presets. Information from the video camera goes to the system server, where the received video data is processed and accumulated with the following characteristics: state registration plate, two photographs of the vehicle indicating the time of the first and last video recording of the violation. The system server calculates the parking time of the vehicle. The presence of a vehicle in the wrong place, for example, more than 5 minutes (configurable parameter), is recorded by the server as a violation of parking rules. The server generates and transmits data to the Center for Automated Recording of Traffic Offences for issuing a resolution on an administrative offense.

ParkInspector configuration can work as a part of a system for monitoring and collecting funds for the use of open paid parking lots. It works on the principle of patrolling: a high-speed PTZ camera performs cyclic control of individual sections (presets) of a paid parking zone, moving from one section to another, then the cycle repeats. Moving and aiming at a separate area is automatic, using zoom and autofocus. Aiming presets are set during system setup and can be changed during operation.

When a car enters a paid parking zone, the configuration recognizes the license plate and fixes the time of entering the parking lot. Further, this information is transferred to the system of control and funds collection. Then the system waits for 15 minutes (free interval), provided for parking payment. If the car owner is registered, then the system of control and funds collection sends him an offer to pay for parking by SMS.

After receiving a notification of payment, the system via the information coming from the Park Inspector complexes controls that the car is in the parking lot for the paid time. If after the expiration of the paid time the vehicle is still in the parking lot, the system of control and funds collection goes into the waiting mode for the payment of a new period. If the payment is not received within the 15-minute interval, the violation of the parking rules by this car is recorded, and the information in the form of the evidential base formed by the ParkInspector configuration is sent to the Center for Automated Recording of Traffic Offences.

The system is easy to maintain, does not require large operating costs, and has been tested at railway crossings in Russian cities. Railway Crossing configuration has all the necessary documents for application.

All data processing is performed locally at the complex and does not require additional intermediate equipment. The system makes photo-video recording and temporary storage of information about all vehicles passing through the control area. The complex forms a collage of the evidence base with automatically applied labels (pointer, license plate frame, and trajectory) to identify the offender's vehicle. The system automatically transfers the evidentiary base completely ready for making decisions to the Center for Automated Recording of Traffic Offences.
